Why Forms Present Unique Challenges
Government agencies rely heavily on PDF forms—permit applications, license renewals, public records requests, benefit enrollment forms. When these forms lack proper accessibility, residents using assistive technology can’t complete basic transactions with their municipal government. An inaccessible building permit application prevents a visually impaired contractor from submitting required documentation. An unlabeled license renewal form excludes mobility-impaired residents who navigate by keyboard.
PDF form accessibility requires both technical compliance and usability testing. Section 508 standards establish specific requirements for form fields, labels, tab order, and keyboard navigation. Meeting these standards ensures all residents can access government services regardless of disability status.
Essential Form Accessibility Requirements
Every form field requires a programmatic label that screen readers announce. Visual labels aren’t sufficient—the field must have a properly tagged label element that assistive technology can access. When screen reader users tab to “Applicant Name,” the screen reader must announce both the field label and the field type.
Tab order must follow logical form progression. Residents navigating by keyboard should move through fields in the same sequence as visual users read the form. Random tab order—jumping from field 1 to field 15, then back to field 3—makes forms impossible to complete for keyboard-only users.
Required fields need clear identification beyond visual indicators. If asterisks or red text mark required fields visually, those requirements must also be programmatically indicated so screen readers announce “required” when users encounter those fields. Field instructions and error messages must be associated with the relevant fields, not just placed nearby visually.

Creating Accessible Forms from Source
Adobe Acrobat Pro provides form creation tools that build accessibility into PDFs when used properly. Use form recognition to identify fields, then manually verify labels, tab order, and field properties. Form tools let you specify which text serves as the label for each field, ensuring screen readers announce appropriate information.
Set logical tab order through the form properties panel. Test thoroughly using only keyboard navigation—can you complete the entire form without touching the mouse? Do required field indicators announce properly? Do error messages appear when you submit incomplete information?
The automated form remediation handles technical fixes like field labeling and tab order systematically, ensuring consistent accessibility across all government forms.
